Hopefully the dots are not fine rock chips, like sandbasting

A long time ago, i read something about tooth paste being used on glass

Try Griots garage, them make a couple of different kind of glass polish and pads to use on a buffer. Do you have a buffer? If not its a good excuse to buy one. Porter Cable makes a good one, and don't waste your money on a cheapo. Eastwood Company also makes some glass buffing stuff. Goggle will bring up these companys.
