unhook neg. post?

Is it better to unhook ground side battery when installing Magnaflow muffler on a new 2013 Ram?

Does the computer have to relearn exaust flow?

Doesn't really matter. You can if you want but the pcm will adjust on it's own.

When I changed my muffler the mechanic disconnected my battery, he said he always does because he does electric welding on the system and just to be sure he disconnects it.

Yes, battery disconnection is more a safety feature than anything other.

As mentioned, your PCM will adjust to all changes.

I no longer disconnect my battery for any mod.

Yeah well when welding I would disconnect the battery too(both terminals). Just because.
