1990 Ram W150 fails Arizona Emissions
 
My truck is failing due to higher than normal carbon monoxide levels. I have replaced the Oxygen senson, cap and rotor, sparks plugs and wires, fuel filter, and chjecked for vacuum leaks. Anyone have any other ideas?

How old is the catalytic converter? If it's over 70k miles it should be replaced.
