Hey Sounds Like a Lift Pump

On 20003 5.9l the lift pump use to go. They ended up putting it in the fuel tank on later models.

I had this problem and it was the lift pump. Give it a SMALL shot of starting fluid into the air intake. If it starts then you are not getting any fuel. I would give that a try. I had my system redone by a diesel shop. BAD NEWS........$700.00

if your lift pump is out you can get one for around 150.00 and replace it in 2 hours

I put a FASS lift pump in myself. Mounted to the frame. Had to drop the tank to get the pickup line in, but it was no problem. Haven't had any trouble since then. The FASS is a little noisy, but I do not run out of fuel.
