Cummins Hot When Towing

My 2002 2500 w/5.9 Cummins always towed at 190 degrees and on a hot day if it climbed up to 210, the motor would get louder and the temp would drop right back to 190. Then the motor would quiet down again. I always assumed this was the clutch fan activating. Now the motor will climb to 240 while towing on a hot day and I don't hear the noise that I assumed was the fan kicking in. (fan is mechanical w/some sort of clutch hub). If I shut the motor off when it's real hot I can still turn the fan on it's shaft but with some resistance. Is this OK or should it be solidly locked to the shaft when hot? How do you tell if the clutch (or t-stat?) in the fan hub is good?

If the fan assembly free-wheels without drag (the fan blades will revolve more than five turns when spun by hand), replace the fan drive. This spin test must be performed when the engine is cool.
