Reese hitch locking pin problem

I use a reese locking hitch pin and today I wanted to remove it but the lock doesn't seem to be working, the key turns but it doesn't unlock....Any ideas how to get this thing off without using a torch?

A dremel and three cutting disks cut it right off.....I'll never use that junk again!

It was only a month old, no dirt and no rust, the key actually turned easy but it would not unlock.

I'd go with Butter's idea of using a Dremel.

How long did it take to 'Dremel' it off? I get the feeling it wasn't that long....or difficult.
