39 is fine. You don't want to over inflate them...

39 is fine. You don't want to over inflate them without a load. It will make your ride really stiff. The only reason to air up is if you are going to tow or haul a load.

That is the perfect size for a level. They are 34" and you get plenty of clearance to keep the fender off of the tire when off road.

It's worth it for off road. Are you 2WD or 4x4? Bilstein or Fox is the best way to level if you are 4x4. Bilsteins are far less expensive. If you are 2WD then you'll have to use spacers.
