You said it would work at first (on the floor). Sounds like the other owner did not do required matanance for snow areas. Check ALL moving parts, cables and shoes inside the drum part of the rotors....

You need to run a complete check of the PARKING BRAKE system. Do you use PB often? Do you submerge the rear end? If the PB is draging, it can over heat the rear brakes and will cut into your MPG.
