Float is stuck. It's flooding out in you tap the float bowls with a screw driver handle. The bowl vent is the down turned tube off to the left side of carb.

That sounds like an idea. I don't mind changing intake to an edlebrock air gap, using a 600. Also changing distributor and ignition modual. I just don't want to hurt it. Would the cam handle it?

I have a 01 5.2 with a manual. It's not a 4x4 but I have towed a car with a 24ft. Tandem axle. Did just fine for me. And with mod intake it should do well.

And that's why I sed shot in the dark. I never took my tb off of my 89 dakota so never looked at intake and I have both old LA and RC. NEVER! have taken ether apart (yet).
