Sorry I didn't get back to you sooner, but I wasn't online any this weekend. To answer your question, yes there is a starter relay in the TIPM, but here's the kicker - it's internal, so the entire TIPM must be replaced if the relay is at fault. At this point, I would replace the TIPM if I were handling your case.
