To answer your question, yes there is a starter relay in the TIPM, but here's the kicker - it's internal, so the entire TIPM must be replaced if the relay is at fault. At this point, I would replace the TIPM if I were handling your case.
Is there a start relay other than the removable (small grey box) one on the fuse panel? Or is the fuse I'm seeing there marked K3 not a starter associated relay?
