Default Vapor/Charcoal canister question

While investigating a p0441 EVAP code, I eventually made my way to the charcoal canister. When I pulled the hose connection off the canister, a bunch of charcoal fell out. After a few minutes, I had found charcoal bits all the way up to the purge solenoid. The entire line that goes up to the purge solenoid was filled. I removed the charcoal canister and whenever I flip it up on end, a bunch of charcoal falls out. Is it supposed to come out like that? Nothing holds it inside? Do I need to purchase a new canister? It only comes from the outlet that leads to the purge solenoid.

Thank you for checking this thread out. I appreciate it. I'm not finding much information on the web for this.
