I've tried 315-70-17 on my 2500 with stock rims and they rub the control arm on the front when steering hard. The 317-70-17 are 11.5" wide, yours are 12.5" wide so they should rub even more. Here is a pic of my 285-70-17s compared to a 317-70-17 I tried on. I'm either getting aftermarket rims or wheel spacers if I want to run a larger tire. A lift or leveling kit should not help with the rubbing on the arm.
