Default Engine ticking noise (when cold)

I'm in the process of doing my plenum, ignition system, timing chain, etc... I went to put the harmonic balancer back on and I couldn't torque it all the way without the engine turning over. Then a few seconds later it started making a ticking noise, in no particular spot. It's the same kind of ticking noise I hear after the engine has been running. What could this be? A lot of people will usually blame it on the exhaust system cooling, but the truck has not been run for a while now.
