You have several options...
Bug and Tar remover...If it is covering the entire vehicle I'd stop short of using this product- this is fine for a spot her and a patch there. but it works great/safe on bug/sap/tar etc.

if it is really all over the car - I would get some warm really sudsy water and give it a chance to soak in before giving it a gentle wash.

You should never use a product like Dawn dish soap on paint because it will strip away at the wax coating... but if you feel like a normal wash soap will not cut through - use it and then plan on a new coat of wax to bring back the shine.
