Well just an update. I ran the engine till it was at temp and it stayed at the same level. Completely full. I squeezed the upper radiator hose and saw some bubbles which I thought was good but the fluid was high and started overflowing so I stopped. When it cooled down I noticed it sucked in a good amount of fluid from the expansion tank. I also squeezed on the upper radiator hose again and it felt empty so I took it off on the radiator side just to fill it but to my surprise it was completely full.

I'm assuming the system is completely full. I have hot air through the heater so it seems like that's a sign there is no air in the heater core, and the hydrometer says its protected to -40 degrees F and a boiling temp of 265 degrees F. I ordered coolant Ph test strips so as soon as they arrive ill test the coolant again. Most importantly the engine is staying cool so I'm out ideas.
