Many state traffic and transportation codes allow for roads to be designated as restricted access. This typically means that only certain classes of vehicles are supposed to use that road. For example, your route might take you over a 100 year old covered wooden bridge but if you are driving a tractor trailer full of bricks there might be a problem.

I don't know if this is what Uconnect is talking about it this is the only way I've heard the term used in conjunction with public roads.
