Angry Having issues with the rear seat stowage

My 2007 is equipped with the stowage compartments under the rear seat. However, I can only get the seats to come up to a 45 degree angle which is not enough to do anything obviously. I even took it to the dealership because I thought I was just too stupid to operate it. They claim that it will most likely needs a new rear seat hinge/latch assembly. About $180 for the parts and $115/hr for the 7-8 hrs to do the job . I resorted to putting a toolbox in the bed as $150 was much cheaper, but would ultimately like to fix the issue if I could figure out how to do it myself. Any advice, suggestions, or comments feel free. Thanks
