Sounds like low refriderant (freon is no longer used)....those pressures seem awfully low.

on a side note, the system is filled according to weight of the refridgerant....not psi. so it wouldnt hurt to have a shop evacuate, put the system under vacuum (check for leaks) and recharge to correct amount. so that variable is not in play in the diagnostic game...
