There are two screws on either side of the panel at the bottom. You have to remove the knee panel below your steering column to find of the screws, the other is right about the bag hanger. Remove those 2 screws then the only thing holding it in is friction clips. You might want to take out the ash tray as well. It, too, just pops out with a good tug.
