Hmmm, interesting. Has it always been that way. I'm kinda curious as to how it got upside down. Anyway, you'll need to remove the air bag, remove the steering wheel retaining nut, then use a steering wheel puller to pull the steering wheel off its shaft. Wires will not be an issue as most of them do not terminate on the wheel.
