Do not sand or scuff, just a good cleaning with maybe some de-greaser, let dry, and spray

see attacked pic, yes I sprayed the inside of the rim that can be seen (indicated by green arrow), it's kind of dirty in this pic
I did not however spray the back side you can't see (indicated by red arrow)

do a google search on plasti-dip and check out youtube, there are dozens of great videos explaining how to spray any part of your vehicle and how easy it removes. is a great place to look as well.
