If you have to shut off the city line, you would be best to put in a ball valve in your main valve coming into the house. I put one just up from my main valve as I didn't feel like calling the town to come find and turn off the outside main. I also changed my son's out as the city had come to change out his main valve to a newer style as they had to turn off the main line to his outside main anyhow. With the ball valve, no more washers to dry out and replace. In my area all new installs have to be ball valves.
