Let me guess...they are loose but won't come off the hub? The clip you refer to is the thin metal clip on the stud that is there to hold the rotor on the hub during vehicle assembly. Your problem is most likely a rust ridge built up on the inside of the rotor hat section and the parking brake shoes are hanging up on them. The only way to get them off is to work them back and forth with a deadblow hammer.
