That's all they do no days. They just screw through the plastic into the foam and call it done. On my older truck the square holed are to hold the plastic clips as mentioned. Then a bracket mounts into that and then your plate mounts to the bracket. Kinda like that great link to Geno's Garage step plate (which is a great idea for the older bumpers but probably rip apart a new one). I HATE front plates and never install one. I run a DODGE (red and white) front plate just to cover the holes. When I buy a new car I always get the dealer to throw in a logo plate or plate frame.
