Definitely sounds like you got one messed up dealership.

I'd go to the DMV on the registration issue. Bring all the documentation and ask them to help get the dealer to get their act together. Make sure they understand you're leaving state and when.

As for the manual, I know the 2010's don't come with them. They can be downloaded from Dodge's site or ordered. Not sure about the 09's.
