This is my last update and what I have learned. After many hours of work I figured out my issue. From the check valve on the passenger side of the engine compartment it goes through the firewall into a reservoir under the wiper cowling. I was puzzled by this as I could not find where it actually entered the cab and no one not even the dealership could tell me. I removed my dashboard completely and found no where on the firewall was there a supply line. I did find out the heater core was replaced recently. So I ran my own vacuum line aft of the check valve and into the cab. This possibly might be the way it's suppose to be run factory. I used the firewall entry for the antenna. Now my vents function as they should. I plan on finding another dodge and seeing if I can figure out where it's suppose to come through. Thank you everyone for your help. And on the brighter side I am now a guru when it comes to vacuum lines...LOL
