I too have a fiberglass hood that is a functional ramair . I have similar issues. Right now I have no hood support shocks hooded up because they are too strong as this hood is much lighter. When I close it with the shocks on it twists. So I will be measuring them and buying ones that are not as strong.
As for the bumpers in the front rise them a bit close the hood and try lifting up and pushing down. You will know they are at the right height when there is very little movement anymore. Allow a bit of movement but not too much.
