If I'm not mistaken I believe that vacuum line actuates a door in your heater plenum to let heated or air cooled air into the cabin.

I wouldn't think you need to discharge your a/c to remove the heater core. You just may have to unbolt the compressor and move it out of the way. I wouldn't remove the lines going to it unless they are hard lines. Then you would have another problem.
