Default Leaf Spring Question?

Hey guys, I installed new shocks and Caltracs traction bars last week and had a wierd issue. The left traction bar had about an inch of clearance which was great, but the right side is rubbing against the lower support leaf spring and is shredding the paint off when I turn the traction bar to adjust it. I was wondering

1: Why might the leaf spring be lower on the right side?
2: If worse comes to worse what would be the best way to cut about three inches off of the right lower support spring that is hanging down and giving me clearance problems?

Need some suggestions on how to fix this
