It could be something as minor as needing to recharge your A/C, as for the blowing there could be a an old and worn fan motor, or maybe a bad connection. If you do decide to try to recharge your A/C system, check for leaks with shaving cream or soapy water on the piping. The leak may be causing the A/C to lose all the refrigerant therefore no A/C.
