big breaker bar and penetrating lube, let it work in...sounds like your doing that. Do you have an impact wrench? Last option before cutting would be heating it with a torch. Someone else can verify but I would think you would want to concentrate heat on the BRACKET, not the bolt, that way the bracket will expand when hot, and while hot you can back the bolt out. Obviously the bolt will get hot too, but try to concentrate heat on the bracket symmetrically around the bolt. Be careful and use common sense. I've also heard of some other product that cools the bolt and shrinks it slightly so you can back it out, I think it's called "......something ice" ...maybe someone will know what it is, I've never used it just saw it on like horsepower or trucks or something on tv.
