Well their is a relay for the compressor so to test the relay turn the A/C button on and listen for a click sound from the hood, if you hear nothing then it could be broken or could be a very low noise relay but I am using old style diagnostics lol Next thing to do is if you hear no relay click then check the A/C coil fuse after all that fuse checks out then check the power to the fuse to make sure it's even getting power.
TO answer the other questions, the answer is yes. If you are below 15 psi in refrigerant the clutch isn't going to engauge as it is a safety to prevent compressor burn. The only thing I can think of is either the relay is bad, the fuse is bad, or the system is empty of refrigerant. I doubt you have a frozen clutch because it's not common, even on my clutch which hadn't moved in many years and I went ahead evac'd the system and put refrigerant in and from all the years of corrosion showed when white dust flew from the clutch lol. But in your case it's probably just a fuse or relay, worst case is bad clutch but you can pickone up at the junkyard, ebay, or chrysler. don't buy from chrysler because the clutch will be about 200 bucks if I remember looking it up last time. But do the tests tell me how everything goes, if you need future assistance with anything ask me I am happy to help
