usually with just a tune up they dont even look for stuff like a blown plenum.
if its bad you would have to take the intake manifold off. the plenum plate it bolted the the bottom of the manifold.

as for loosing top speed with 4.11's you really wouldnt your engine would just be at a little higher rpm when driving at highway speeds, nothing really noticeable.

and as for gas mileage loss with 4.11 gears, well a burnout from a dead stop will waste more gas than a 30 mile trip down the highway.

i would go for the gears first. but remember if you have a 4x4 you have to do both axles or something is gunna break!
