Yeah 12198 and 14221 are the same except the 14221 is polished. 2.5" dual outlets is more than enough, they will flow more than the 3" single pipe before them. Area of the single 3" pipe is 7.065 square inches, and the area of the dual 2.5" pipes is 9.8125 square inches.
