Default Unequal airflow from heater

Just noticed the airflow from the heater (air directed at the feet) changes intensity depending upon acceleration and deceleration of the truck (the blower motor does not change is speed/noise). On accerelation the flow decreases (to nearly non-existant). Coasting/idle causes the airflow to return. On another related issue, when the truck is started after sitting overnight all airflow is directed at the feet for about 2 seconds before it is directed to where the HVAC controls are set.

I'm sure this is vacuum problem. Has anyone else experienced this? Where is the vacuum canister on this 1500 Express?
