Even without the programmer, the system needs to be balanced to be efficient. I have seen the results of a non balanced system when I was racing. If you add more air in you need to be able to get more exhaust out. The colder the air the better. Some of you will be too young to know this but we ran cold cans on our drag car furl systems. It was an in-line can about the size of a large coffee can with stainless steel tubing coiled around the inside. You could put whatever you wanted in the can to chill the fuel. I tried several different items but ended up using the freezer blocks you put in lunch boxes. I kept the unused ones in coolers of dry ice and changed them out each pass. That made a difference in the quality of atomization of the fuel through the intake manifold, thus providing more power.
