Just as GTY points out on his truck, even my '12 Express has some small rusty residu spots, most especially around the differential/axle housing. I live in west Texas, so I don't think salted road film has much to do with it. It just doesn't look like they put much paint on some of the parts and areas under the vehicle. Now, I did notice this also. The parts that have a little evidence of rust residue seem to be the biggest, heaviest components like the rear axle housing. The frame rails and other parts don't show this nearly as much. I'm not too worried about the axle housing rusting away. I'd be more concerned about the body panels and underbed areas of the body. Those look fine on mine.
