Here's what I did:

Download the zip file from the link in this thread
Unzip the file and it ends up as a folder with a bunch of other files/folders inside
Open and read the readme file and there is a path specified in it, I don't currently remember the path but it I think it is something like /html/common
I went into the unzipped folder and navigated to the path that was specified in the readme file.
When you get to the last part of the path, open that file in internet explorer (doesn't work with google chrome or firefox)
From there you can download and install the SVG viewer, and also enter the service manual
