Default Still having the same problem

So I'm still having a problem with the idle on my 2003 4.7. To give a run down of what it's doing when I start it first thing in the morning the idle comes up and then settles down to aroung 600 or 700 rpm and then it'll start to idle rough. It'll go through that for about a minute or so and then straightens up or if I give it gas it'll come out of it. Also when it's warmed up whenever I come to a stop light or stop sign the idle drops to 500 rpms and it tries to stall. It never throws a trouble code when this happens. It has a strong gas smell coming from the exhaust like a vehicle with a carb when it loads itself up on gas when it does this. I've pretty much rebuilt the top half of the engine. The heads have been reground and the valves redone. Also I put new cams in they are 212s. I've also replaced every sensor on the throttle body and cleaned that as well. The only thing I haven't replaced is the IAT. The battery and alternator checkout all right. If anyone out there has any suggestions on what they think is wrong any input is welcome.
