This sounds like the compressor clutch isn't kicking in. It could be a couple of things, the most expensive is the clutch itself (replacable without replacing the whole compressor, but most likely they will opt to do both as it's a quicker turn around). The other items that it could be is a low refridgerant level, or a back refriderant pressure switch. If the system indicates a low refridgerant pressure, it will not let the clutch engage. There may also be other items that keeps the clutch from engaging as well..
