If the tie rod is moving around in the sleeve either its not tight enough or the threads are damaged on the sleeve or the tie rod. First make sure it is tight enough and if you still have movement remove the tie rod and check everything out and replace anything with damaged threads. Remember to count the turns when removing and installing the tie rod so you dont mess up your alignment.
