Default 97 SS/T w/seat belt issue. Help!

Hey guys I have a 1997 SS/T I just purchased and the seat belt has to be wire tired so it will not retract all the way up or in, if I don't do this to hold belt out a few inches the seat belt light and buzzer stay on. What the hell is this? Has anyone else seen or heard of this problem before? Of course I could just leave the wire tie on the belt to keep it out and not all the way reeled up, but I want my truck as close to perfect as I can get it, and I want all the safety equipment to work as it was designed. Help!
