Default 2003 dodge ram 2500 v10 4wd tranny temp

I bought this truck a year ago and I am having a transmission temp problem. When I bought it(truck) the transmission cooler was leaking so I replaced the cooler with a larger cooler adding an electric fan. The only "problem" I could foresee was the restriction going from 1/2" lines to 3/8" lines at the cooler. My problem isn't pulling my trailer on the highway, even through the mountains. My problem is at low speeds(obviously an airflow issue). However, low speed up steep mountain roads are most of my towing. In fact, the truck was empty last night and my OD light came on going up one of the roads. It is very washboarded and rough. 20MPH tops. What can I do to improve this? I think I found a cooler with 1/2" fittings here in town but I have my doubts that the restriction is an issue. Especially since this truck has a check valve (stock) with an even tighter restriction in it (as far as I can tell by reading). BTW, everything has been cleaned for good airflow. Should I try just moving the cooler? Should I add another? A deeper tranny fluid pan? Do I maybe have a bigger issue I'm not thinking of? We live in high desert but the temps haven't been THAT hot. 90 or so degrees.
