Try jacking it up, or letting it down some to apply varying degrees of pressure.

Then get like six friends together and a telephone pole...have 'em take about 25 steps back...

Like I said. it's a combination lock. You're going to have to get just the right amount of pressure while taking it out. If the threads are damaged they may be skipping in reverse and still able to tighten. Depending on how much room you have...I might even try tightening it to almost flush, grind the head off, and send it through all the way.
