Tough questions, fiberglass hoods rarely fit well without some work, sometimes major work. Honestly I don't think the hinges are affecting the way your hood rests when fully closed, there is not much leverage when the hinges are in the down position. However if you feel strongly about modding them, you could torch them to soften them up a bit, don't go too far though or you will have to prop your hood with a rod. As for drilling holes, yes you can drill holes into the fiberglass, BUT you have to use some sort of a nutsert, or j-nut, otherwise eventually the glass will start splitting and you will start loosing your mounting hardware.
