This depends what you mean by "open exhaust". If you mean open headers, then no, that's not what I'm saying(you'd have extremely low exhaust gas velocity and lose torque as compared to stock). If you mean free flowing exhaust(no cats, no muffler) with appropriately sized pipe(say 2.5" for the hemi if running duals) then yes this would greatly out perform the stock exhaust at any rpm.
