I would just plasti-dip them personally. ZERO prep beyond cleaning is needed and if you get tired of it, peel it off and your chrome wheel covers are intact (not sanded) underneath.
Prolly will Plasti-Dip, still have 2 cans left from an earlier project. Was thinking of gloss spray paint just because of the gloss / shine. My truck is black and the step bars are gloss, thought the matte finish of PD might not match well.
