If you're running at 1000 RPM then you're almost certainly running with the Torque Converter Clutch (TCC) locked. I'm wondering if the "downshifting" you're noticing (at heavy throttle) is actually a TCC unlock (and "upshifting" is the re-lock).

The shift schedule is based on trans output speed, and throttle opening. So it could be your TPS is giving a bad (too low) throttle reading. Best way to diagnose would be to have a dealer tech ride with you (with a scan tool). He can tell what's really happening (what gear[s] you're in, whether the TCC is locked or unlocked, what the TPS reading is showing, etc.) and hopefully figure out why it's behaving as it is. He can also make a recording of the shifting, and upload that to our STAR Center (tech support line) for additional assistance if needed.
