Well the only thing to cause the transmission to not shift out of 1st into 2nd would be the band still needing adjustment or the band strut fell out, also it could be because of a front servo issue or an issue with the valve body. Shifting in and out around 25-35... You basically have a big problem with 2nd gear, which is not a surprise. So drop the pan, check everything, pressure test the servo with compressed air at 15 PSI I included a link to a PDF of the test ports on bottom page. I know it isn't going to be a rear clutch issue because then none of the forward gears would work, if the front clutch doesn't work then you won't get a 2-3 shift and you won't have reverse, 3rd, or 4th.
